The U.S. Department of Veterans Affairs is seeking proposals for a lease of approximately 229,556 ANSI/BOMA rentable square feet for a new outpatient clinic in Conroe, Texas. The requirement includes a healthcare facility configured to VA leased community-based outpatient clinic standards, with extensive architectural, mechanical, plumbing, electrical, telecommunications, security, medical-gas, imaging, surgical, pharmacy, laboratory, and patient-care requirements. The lessor must provide the building shell, tenant improvements, furnishings and equipment identified as lessor responsibilities, parking, loading and service areas, accessibility features, fire protection, HVAC, utilities, commissioning, maintenance, and ongoing facility support. Amendment 3 requires at least 956 secured and lighted parking spaces, changes the lease to a net-of-utilities structure, and requires updated GSA Forms 1364 and 1217 with the final proposal revision. The lessor must also provide a building operating plan and a registered professional engineer's statement addressing building-system performance when utilities are separately metered and paid directly by the Government. Final proposal revisions are due November 9, 2026, at 4:00 PM Eastern Standard Time. Offerors must acknowledge Amendment No. 3 by initialing every page and signing the acknowledgment, and submit the revised offer with the acknowledgment. The amendment also identifies the updated Lease Design Narrative and net-of-utilities exhibits as part of the solicitation package.
