Description
Air Combat Command is conducting market research for a contractor-owned, contractor-operated counter-small-unmanned-aircraft-system service. The anticipated turnkey solution would provide and operate detection, tracking, identification, sensor fusion, command and control, approved kinetic and/or non-kinetic effectors, resilient communications, personnel, training, sustainment, cybersecurity, and continuous modernization. The system must address Group 1 and 2 small unmanned aircraft, support detection ranges of 3 miles threshold and 5 miles objective, achieve stated neutralization and availability performance levels, integrate with military and civilian command-and-control organizations, and operate independently for up to 96 hours. The initial prototype deployment is envisioned at two Continental United States Air Force installations, with options to scale to additional installations after demonstrated performance. Responders must submit a capability statement and feedback package addressing corporate experience, technical feasibility, counter-UAS capabilities, legal and operational authorities, crewing, interoperability, cybersecurity, acquisition strategy, modernization, and prototype mobilization. Responses are limited to 20 pages, excluding the title page, executive summary, and table of contents; must use Times New Roman 11-point font and 1-inch margins; must be submitted electronically in Adobe PDF format; and must clearly mark proprietary or sensitive information.
