Description
Harris County Toll Road Authority is soliciting proposals for comprehensive roadway and facility management, inspection, sweeping, and maintenance services for Sections I and II. The scope includes routine maintenance of toll and managed lanes, toll plazas, equipment buildings, pump houses, toll booths, bridges, lighting, signs, drainage, barriers, guardrails, crash cushions, roadway sweeping, debris and litter removal, facility systems, pressure washing and painting, herbicide application, joint sealing, lane closures, emergency response, hurricane and flood recovery, and snow and ice control. Mowing and landscaping, tolling equipment, generators, and pumps are excluded from routine scope. Section I covers approximately 68 centerline miles and 71,800 square feet of facilities; Section II covers approximately 63 centerline miles and 48,636 square feet of toll-plaza and equipment facilities, with additional limited-maintenance areas. The contractor must furnish labor, supervision, vehicles, tools, equipment, communications, traffic-control devices, and safety equipment; self-perform the work except that roadway sweeping may be subcontracted with HCTRA approval; provide licensed specialists and experienced crews; respond to priority service calls and emergencies; maintain service logs and asset-management records; and submit weekly and monthly operational, safety, service-call, material, and performance reports. Vendors bidding both sections must submit separate technical and pricing proposals for each section, but only one bid bond is required, calculated at five percent of the total amount bid for both sections. The initial term is one year, with up to four one-year renewal options, subject to County approval. Addendum No. 1 also confirms that electronic bid-bond submission is acceptable and that a cashier's check, if used instead, must be physically delivered before the deadline.
