Description
The City seeks a qualified contractor to conduct pre-employment psychological assessments for fire rescue and other public safety applicants. Work includes administering and reviewing validated written test batteries, conducting structured individual clinical interviews (in person or virtually), and providing a detailed written report for each candidate with test results, relevant history, interview findings, risk factors, and a clear suitability recommendation. The process must be legally defensible and comply with applicable selection, privacy, and security requirements, including HIPAA and Alaska privacy laws. Reports are generally expected within seven business days, and the contractor must retain records for three years after the contract or as required by applicable records schedules. The primary evaluator must hold a doctoral degree in psychology and be independently licensed in the contracting state. Proposals must describe methodology, qualifications and personnel, capacity and references, and fees, including a comparison based on an estimated 35 annual examinations. The contract has an initial term through June 30, 2027, with five possible annual renewals through June 30, 2032; the City guarantees no minimum or maximum assessment volume.
