Description
The City of Philadelphia's Department of Behavioral Health and Intellectual disAbility Services is seeking one currently operating provider of Community Mobile Crisis Response Teams to serve adults age 18 and older. The selected provider must deliver 24/7, in-person rapid response within 30 minutes, emergency screening and assessment, suicide-risk intervention, de-escalation, crisis stabilization, safety planning, peer support, short-term counseling, case management, referrals, warm handoffs, transportation coordination, and follow-up for up to 72 hours. Services will primarily support Philadelphia's Northeast region and may be dispatched elsewhere in the city as needed. Applicants must have a physical site in the Northeast region, be an in-network Community Behavioral Health provider, be operational at award, maintain the required Pennsylvania crisis-intervention license, provide qualified multidisciplinary personnel, and have appropriate technology and ADA-compliant vehicles. Proposals must include a detailed scope of work, fixed-price operating budget, organizational and personnel information, resumes, relevant experience and at least three references, subcontractor information, financial-capacity documentation, required disclosures, and the applicable City tax-clearance and small/local-business materials. The anticipated compensation is up to $1,139,112 for the initial period and up to $1,800,000 for each additional annual term, with up to four additional terms available at the City's option.
