Description
The City of Lynden Public Works Department is requesting qualifications from engineering firms for the Bradley Road Safety Improvements project. The scope includes project development; plans, specifications, and cost estimates; federal highway-fund permitting; and potentially the NEPA process. Design services will address phased multilane intersection improvements, future signal preparation, sidewalk gaps, utility improvements, and vehicle and pedestrian access adjacent to Lynden High School. The City may retain the selected firm for future right-of-way, construction management, inspection, and closeout phases. Firms must demonstrate municipal experience with intersection design, ADA-compliant pedestrian facilities, street and utility design, federally funded right-of-way acquisition, PS&E preparation, FHWA and WSDOT standards, permitting, project management, contractor change orders, and projects adjacent to schools. The proposal is limited to 10 double-sided pages, excluding resumes, and must include firm and proposed personnel information. The agreement will use negotiated hourly rates under WSDOT's Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.
