Description

The Air Force seeks full-maintenance services for 15 active vertical transportation equipment units, including passenger and freight elevators, a wheelchair lift, and a dumbwaiter. The contractor must provide management, labor, tools, parts, inspections, preventive maintenance, routine and emergency repairs, and replacement components to keep the equipment safe and operational. Work includes on-site service calls, annual safety inspections by a qualified elevator inspector, and compliance with applicable codes and standards. Specified exclusions—including alterations, vandalism-related damage, and cosmetic cleaning—are handled separately as Over and Above work and are not to be priced in the base proposal. The proposal must include a draft Maintenance Control Program, draft Quality Control Plan, written Mission-Essential Contractor Service Plan, spare-parts sourcing and logistics plan, dispatch plan, environmental and hazardous-material compliance materials, corporate capability statement, and technical experience references. The solicitation also requires a cost analysis in an editable Excel file with formulas and a signed SF 1449 containing pricing for all base and option-period line items. Award is based on lowest-priced technically acceptable evaluation. The contract has a one-year base period and four one-year option periods; the services are designated mission-essential, and the contractor must maintain uninterrupted service during a crisis.
