LEGAL NOTICE REQUEST FOR QUALIFICATIONS CONSTRUCTION MANAGEMENT AT RISK SERVICES The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1973 CENTRAL PARKING FACILITY OPTIMIZATION (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport. The Central Parking Facility Optimization project includes three main scopes for design and construction: Scope #1 – Garage Rehabilitation The scope will involve drainage rehabilitation; structural repairs, including repairs to girders, beams, columns, decks, and expansion joints; interior frames and ramp structures; exterior spandrels and garage façade; stairwells; and overhead lights, exit signs, and overhead sign rehabilitation and/or replacement in the Central and West Garages. Scope #2 – Wayfinding and Signage Upgrades This project will also involve signage replacement and upgrades to align with the Authority's new signage standards. The project will replace or upgrade all signage in and around the central parking facility. Scope #3 – Elevator Modernizations The project will include the modernization of eight (8) elevators within the vertical circulation cores in and around the Central Garage that are at the end of their useful life. These elevators are critical infrastructure serving the traveling public and need to be carefully sequenced to minimize any disruptions. The Authority has evaluated the need for a project labor agreement (“PLA”). Based on the evaluation, the Authority has determined that it will include a PLA requirement for the project at the RFP stage. A Supplemental Information Package which will provide more details on the scope of the Project as well as the selection process and evaluation criteria shall be available as of OCTOBER 7, 2026 on Massport website, http://www.massport.com/massport/business/bids-opportunities/capital-bids as an attachment to the original Legal Notice, on CommBuys (www.commbuys.com) in the listings for this project. In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing to be held via Virtual Webinar on OCTOBER 13, 2026 at 1:00PM. Description
The Massachusetts Port Authority is soliciting qualifications from construction management-at-risk firms for the Central Parking Facility Optimization project at Logan International Airport. The project includes preconstruction and construction-phase services for rehabilitation of the Central and West Garages, including drainage, structural components, facades, stairwells, lighting, exit signs, and overhead signs; replacement and upgrades to parking-facility wayfinding and signage; and modernization of eight elevators. The selected firm will support design coordination, estimating, scheduling, procurement, trade-package development, constructability and value reviews, Lean construction, Virtual Design and Construction/BIM, stakeholder coordination, phasing, staging, traffic-flow planning, and construction delivery under a negotiated guaranteed maximum price. The estimated construction cost is $300,000,000. Respondents must demonstrate relevant CM-at-risk and GMP experience, VDC and Lean capabilities, safety and financial capacity, M/WBE compliance experience, DCAMM eligibility, and the ability to obtain performance and payment bonds equal to 110% of the construction estimate. The RFQ will prequalify and shortlist firms for a subsequent RFP.
