NASA's Disasters Program requires outreach and facilitation support for the BEACON initiative, which will establish regional hubs for disaster resilience research and applications through newly developed multisector teams. The contractor will establish project governance, conduct a national disaster resilience landscape analysis, develop outreach materials, and execute listening, fact-finding, matchmaking, and community-engagement activities across the disaster resilience, preparedness, response, and recovery ecosystem. The scope also includes supporting NASA selection and program design, helping applicants develop cohesive regional proposals, preparing a post-award coordination and technical assistance action plan, onboarding selected projects, conducting individualized technical-assistance engagements, facilitating the formal BEACON kickoff meeting, establishing rotating hub governance, and delivering transition documentation. The work is primarily remote or conducted at various locations, with the kickoff meeting planned for Fairbanks, Alaska. Initial work is expected to begin in October 2026 and continue through the June 2027 kickoff meeting. The notice states that NASA intends to award the effort on a sole-source basis to Metropolitan Group, L.L.C.; interested organizations may submit written capabilities and qualifications for consideration of whether competition should be conducted.
