Description
The United States Army is soliciting a firm-fixed-price, non-personal service contract for a command historian and coordination support for the 11th Airborne Division. The contractor will provide approximately one-half full-time equivalent of support involving historical research, collection and cataloging of artifacts and records, archival database development, artifact displays, monthly historical vignettes, educational and professional-development presentations, veteran interviews, and preparation of the annual division unit history report and historical reporting standard operating procedure. Additional duties include supporting the Commander's Initiative Group and Joint Visitor Bureau during exercise rotations and congressional, staff-delegation, and other VIP visits; preparing agendas, briefing slides, after-action reports, and command-team briefs; and coordinating Army input, reviews, and proposed modifications to the JBER memorandum of agreement and its annexes. The base performance period is 12 months, with one 12-month option period and a possible six-month extension under the applicable option clause. The contractor must have or obtain a Secret security clearance within 60 days of contract implementation and complete required installation, iWatch, and OPSEC training. Quotes require general business information, a technical capability narrative of no more than 10 pages, at least three relevant past-performance examples from the last five years with client contacts, and completed pricing on the SF-1449.
