Description
This solicitation is for rock slope scaling services at the Harmon Tunnel highwalls in Pammel State Park, Madison County, Iowa. The work involves removing loose bedrock fragments and talus above and around the tunnel portals within a specified zone of influence. Blasting is strictly prohibited. All spoil and loose material within the zone of influence and between it and the tunnel pavement must be removed and disposed of. Key requirements include the submission of a detailed project Work Plan ten working days prior to commencement. This plan must outline the schedule, equipment to be used, qualifications of personnel, crew structure, material control and removal strategy, traffic control plan (closure of the tunnel is expected), and an emergency management plan. Protection of adjacent roadways, historic tunnel elements, and the environment are critical. Personnel qualifications require each rock slope scaling foreman and all personnel to have performed satisfactory work on three similar projects within the last five years, with a minimum of two years of full-time experience in rock slope stabilization that includes rock scaling.
