Description
The City seeks a qualified planning consultant to develop a Bicycle Master Plan as a component of a broader pedestrian/bicycle plan. Work includes reviewing existing plans and data; coordinating with City staff and stakeholders; assessing streets, trails, connections, safety, and network gaps; and conducting multiple rounds of public engagement. Deliverables include draft and final reports with a connected bicycle network map, facility recommendations, feasibility and tradeoff analysis, project prioritization, grant-funding opportunities, policy and program recommendations, and an evaluation of public input. Proposals must include a project understanding, staff and service plans, firm background and relevant experience, at least three references from work undertaken within the last five years, a proposed schedule, any additional services, and a fee proposal. The selected planner must provide specified insurance certificates before work begins. The addendum confirms there is no mandatory site visit, sets the question deadline, and extends the proposal deadline.
