Description
The Office of Surface Mining Reclamation and Enforcement seeks architect-engineer services under a five-year IDIQ contract to address hazardous abandoned coal mine sites. Work may include geotechnical site investigations; mine mapping and research; reclamation plans, specifications, and cost estimates; environmental permitting support; construction monitoring; and final, inventory, and monitoring reports. Site work includes field measurements, photographs, GPS data collection, mine-gas and drainage sampling, and, when needed, exploratory drilling or excavation. The contractor must be able to respond to site-service requests within 48 hours of receiving a notice to proceed. Services will primarily support projects in Washington, with work also possible in California, Oregon, Arizona, South Dakota, Idaho, and affected reservation lands. The solicitation seeks SF 330 qualifications rather than a conventional technical and price proposal. Part I is limited to 75 pages; resumes and example projects are limited to one page each, and no more than ten projects will be reviewed. The contract has a $15,000 minimum guarantee and a $10 million ceiling, with individual task orders capped at $5 million. The five-year ordering period is anticipated to begin in February 2027.
