The City of Lewisville is requesting statements of qualifications from professional engineering firms to develop a citywide Comprehensive Safety Action Plan under the Federal Highway Administration's FY 2024 Safe Streets and Roads for All Planning Grant Program. The selected consultant will provide project management and grant administration, roadway safety data collection and crash analysis, GIS-based high-injury-network development, community and stakeholder engagement, policy and standards review, Vision Zero policy development, safety project and countermeasure prioritization, planning-level cost estimating, funding and implementation planning, demonstration-project development and evaluation, technology assessment, performance monitoring, and final plan preparation. The response is qualifications-based and must not include fees, rates, pricing, or other compensation. The qualification submittal is limited to 30 pages and must address firm capabilities, key personnel, relevant past projects and references, technical approach, work plan, integrity and eligibility disclosures, and professional-liability information. The final plan must be publicly available by March 31, 2028, with final SS4A reporting and closeout information completed by June 30, 2028. The selected firm must provide required insurance before beginning work and comply with applicable federal grant, civil-rights, accessibility, audit, records, and data-rights requirements.
