Description
The Centers for Disease Control and Prevention (CDC) is seeking a partner through Other Transaction Authority (OTA) to continue and enhance its Asbestos Related Disease Screening, Innovation, and Transition Program in Libby, Montana. This initiative aims to modernize the long-term screening and outreach strategy for asbestos-related diseases (ARDs) such as pleural plaque, asbestosis, lung cancer, and mesothelioma, while also integrating technological innovation and strategic research. The program will focus on three key components: 1. Screening and Outreach: Providing annual health screenings for ARDs and associated conditions, with an emphasis on education and awareness to reach eligible individuals. This includes utilizing standardized surveys, chest radiography, high-resolution computed tomography (HRCT) scans, spirometry, and potentially low-dose CT screening for lung cancer. Outreach efforts will employ multi-modal communication to engage the community and ensure participation. 2. Technological Innovation: Identifying, testing, and integrating new diagnostic tools, digital health platforms, and data-sharing technologies to improve the accuracy and efficiency of ARD detection. This may involve AI-assisted imaging, telehealth screening, and data integration platforms. 3. Strategic Research and Community Legacy: Analyzing demographic and exposure data to forecast future screening requirements and develop data-driven triggers for the program's future. The goal is to design a strategy that ensures local healthcare infrastructure can support impacted residents and integrate into long-term care, potentially leading to a program sunset. The CDC anticipates this effort will require no more than $3-4 million annually, subject to the availability of funds. Responses are due by July 2, 2026.
