Description
The U.S. Department of Labor, on behalf of the Mine Safety and Health Administration’s Office of Standards, Regulations, and Variances, seeks NARA-compliant digitization services for approximately 53 boxes of unscanned Federal records, estimated at 141,655 pages. The base requirement includes secure pickup, transportation, storage, document preparation, scanning, OCR or other searchability methods where feasible, metadata application, indexing, quality control, discrepancy resolution, secure electronic transfer, and return of the physical records with chain-of-custody documentation. The contractor must provide the personnel, equipment, software, facilities, transportation, and secure storage necessary to perform the work. Deliverables include a digitization plan, chain-of-custody records, monthly progress reports, digitized records and metadata, a final electronic index, final report and discrepancy documentation, and return manifests. Optional line items cover validation and organization of approximately 44 boxes of previously scanned records and additional digitization or related records-management support. The anticipated contract is firm fixed price with a 12-month base period from award, and proposals must address technical capability, experience, management and quality control, past performance, and price.
