Description

The San Gabriel Valley Council of Governments is soliciting professional construction management services for improvements to the Interstate 605/Valley Boulevard interchange, including ramp widening and reconfiguration, roadway widening and rehabilitation, intersection and traffic-signal improvements, overhead signage, ADA upgrades, drainage, signing, striping, right-of-way and easement coordination, and improvements to the Union Pacific Railroad/Metrolink at-grade crossing on Temple Avenue. The consultant will support construction administration, resident engineering, office engineering, inspection, schedule and cost control, utility and railroad coordination, environmental and funding compliance, quality assurance, change-order and claims management, public outreach, document control, and project closeout. The contract will use task orders and fixed hourly rates, with no guaranteed task-order volume or total contract value. Proposals will be evaluated on qualifications, staffing, references, and work approach; a separate cost proposal and level-of-effort file are required. The solicitation requires a technical proposal, separate cost proposal, level-of-effort submission, cover letter, and specified proposal forms, including references, responsibility certifications, non-collusion, subcontractor information, lobbying documentation, and status of past and present contracts.
