Description
Empire State Development, through its ConnectALL Office, seeks a contractor or contractor team to inspect and proof designated existing conduit, install fiber-optic cable and related infrastructure, splice and test the fiber, and provide ongoing network maintenance. The work covers approximately 172.6 route miles across the mainline and associated segments. The three phases include inspection and proofing, fiber construction and installation, and emergency and non-emergency maintenance. The contractor must coordinate with the fiber-materials supplier, manage materials and storage, install equipment in regeneration facilities, and provide project schedules, documentation, testing results, and as-built records. Bidders must submit a technical and administrative package, including the completed bid forms and cost sheet, staffing plan, work schedule, bid bond, and required administrative certifications and forms. The contract is an as-ordered agreement with no guaranteed minimum quantity or dollar value, for an initial three-year term with two optional one-year renewals. A performance bond is required from the selected contractor upon contract signing; it is not a bid-time submission item. The solicitation sets participation goals of 15% for minority-owned businesses, 15% for women-owned businesses, and 6% for service-disabled veteran-owned businesses.
