Description
The Port of Houston Authority is soliciting a contractor for annual painting and preservation of wharf and rubber tire gantry cranes at the Barbours Cut and Bayport Container Terminals. The scope includes high-performance coatings, lead-based paint engineering and work-practice controls, containment, dust and noise control, lift equipment, hazardous and non-hazardous waste disposal, and a five-person painting crew with equipment, materials, monitoring, and personal protective equipment for lead exposure. The contract is an on-call task-order contract with an initial term ending no later than December 31, 2027, plus one unilateral one-year renewal option. The first task order must be executed and have a start date no later than 45 calendar days after the contract date; individual tasks are expected to be completed within 90 calendar days from the notice to proceed. A 5% bid/proposal bond is required, and statutory performance and payment bonds of 100% of the not-to-exceed contract price are required unless otherwise provided in the special conditions. Responses are evaluated on price, qualifications and quality, and safety and environmental record.
