Description
The City of Las Vegas is seeking a qualified operator to manage and operate a Recuperative Care Center (RCC) and Health and Wellness Center (HWC) under a single-operator model. The RCC will provide medical respite, shelter housing, case management, housing support, discharge planning, behavioral health services, pharmacy access, wound care, post-surgical and medical recovery, transportation coordination, and related supportive services for people experiencing homelessness and medically fragile individuals. The HWC will provide comprehensive physical and mental healthcare, including diagnosis and treatment, examinations, medications, immunizations, wound care, care coordination, health education, counseling, and translation. The operator must be a nonprofit with at least five years of similar healthcare-center experience, including services for homeless and medically fragile individuals, and must be eligible to bill Medicaid and Medicare. The scope requires staffing and clinical oversight, HIPAA-compliant electronic health records, medical supplies and equipment, community outreach, reporting, quality improvement, transition planning, and compliance with applicable licensing and National Institute for Medical Respite Care standards. Proposals must include business information and qualifications, experience, a work plan, exceptions, pricing, references, and an ownership-disclosure certificate, and must be submitted electronically through the designated procurement portal.
