Description
The City of Palo Alto Utilities is seeking a contractor to replace and refurbish the on-load tap changer on the Allis Chalmers 15 MVA, 60 kV–12,470/7,200 V transformer at Adobe Creek Substation. The work includes pre-work transformer testing; draining and handling transformer oil; replacing the TLH-21 load tap changer with a certified remanufactured component; resealing the barrier board and pass-through studs; replacing tank-door, hand-hole, radiator-valve, and radiator gaskets; replacing the 60 kV fuse holder; pressure testing; processing and vacuum-filling the main tank oil; filling the tap-changer tank with new oil; and final testing and commissioning. Required testing includes power-factor, transformer-turns-ratio, excitation, winding-resistance, dissolved-gas-analysis and oil-quality testing, as well as sweep-frequency-response analysis. The solicitation requires a Class A California contractor's license, current California Department of Industrial Relations registration, prevailing-wage compliance, and submission of a completed bidder questionnaire with similar-project references from the last three years. Performance and payment surety bonds, each equal to 100% of the contract sum, are required if the contract sum exceeds $25,000.
