Description
The North Carolina Department of Public Safety, Division of Emergency Management, seeks a design-builder to manage residential elevation projects under its Hazard Mitigation Grant Program. The scope includes feasibility assessments, inspections, surveys and elevation certificates, engineering and design, permits, lifting homes above design flood elevations, foundation construction, utility reconnection, site restoration, inspections, and project closeout. The solicitation identifies 15 properties for the initial project scope and three additional optional properties; construction at some properties is contingent on FEMA approval and a Notice to Proceed. The vendor must provide project-specific pricing and a proposed project time frame, coordinate licensed professionals and subcontractors, and deliver required project documentation. The contract has an initial 18-month term with up to two one-year renewal options. A 5% bid bond is required for bids over $500,000; performance and payment bonds are required for projects over $500,000 and are furnished after award. The RFP also requires two separate electronic submissions: a qualifications package and a proposal package.
