Description
NASA requires sustained operation and maintenance of eight HyperNav hyperspectral radiometric systems and associated float platforms to support system vicarious calibration of the PACE Ocean Color Instrument. The contractor must conduct eight rotational deployments per year—three in Hawaii, three in Mo'orea, and two in Puerto Rico—with nominal 60-day deployments, while maintaining the fleet and associated equipment. The work also includes operating and refining data-processing streams; delivering daily SVC-qualified radiometric products and at least 160 quality-assured in-situ observations; analyzing sensor data and satellite matchups; performing at least nine sensor calibrations annually; coordinating with NASA's Ocean Ecology Lab; preparing technical reports and publications; making source code publicly available under open-source licenses; and complying with NASA open-science, records-management, and information-technology requirements. NASA intends to award the requirement on a sole-source basis to Oregon State University because of its development of the HyperNav system and unique technical knowledge, hardware, scientific baselines, and quality-assurance methods.
