Description
The U.S. Army is soliciting a contractor to provide continuous, non-personal air traffic control services at Fort Bliss, including operation of the Biggs Army Airfield non-approach control tower and Airspace Information Center. The contractor must support safe, orderly, and expeditious movement of IFR, VFR, and UAS traffic; provide flight-following and airspace advisory services; staff both facilities 24 hours a day, 7 days a week, 365 days a year; and maintain at least two qualified personnel per operational shift at each facility. The scope also includes project management, staffing, training, quality control, facility records and reporting, UAS integration and deconfliction, unauthorized-UAS incident response, and related safety and security compliance. Personnel must maintain applicable Army ATC ratings and certifications, Class IV flight physicals, and active Secret Tier 3 clearances. The solicitation requires a technical proposal, price and contract documentation, past-performance information, key-personnel resumes and commitment letters, controller qualification records and certificates, a CMMC Level 2 self-assessment record, a completed DD Form 254, and other specified representations and certifications. The contract includes a 60-day phase-in, a 10-month base period, four 12-month option periods, a seven-day phase-out, and a possible six-month extension of services.
