Description

NASA is soliciting multiple Phase 2, FAR-based contracts for commercially owned and operated low Earth orbit destinations. The selected contractors must design, develop, manufacture, test, launch, deploy, activate, outfit, certify, maintain, and operate a human-occupied orbital destination capable of supporting NASA utilization and a sustained U.S. Government crew presence. The scope includes destination systems, crew and cargo transportation systems, ground and mission systems, safety and mission assurance, systems engineering, certification, mission integration, crew accommodations, medical operations, training, payload integration, communications, and public affairs. The resulting vehicle is a multi-award indefinite-delivery, indefinite-quantity contract with firm-fixed-price task orders. The ordering period is an eight-year base period, with a four-year option and a three-year option, for a potential total ordering period of 15 years. Mission services include initial development, destination development and certification, crew-tended and continuous crew missions, standard six-month services, transportation, utilization support, and additional services or special studies. NASA requires proposals to include technical, management, pricing, business-case, responsibility, past-performance, small-business-subcontracting, cybersecurity, and other required plans and templates, including the attached price template, past-performance matrix, contractor responsibility matrix, business-case analysis template, and applicable data-requirements deliverables.
