Description
The National Environmental Satellite, Data, and Information Services within the National Oceanic and Atmospheric Administration is seeking innovative, cost-effective approaches for commercial satellite mission operations supporting current and future meteorological and space-weather constellations. The scope includes command and control, telemetry and data handling, mission planning and scheduling, satellite navigation and flight dynamics, conjunction analysis, ground-station interfaces, data delivery, and related operational capabilities. Offerors may address the geostationary mission set separately from the polar and space-weather mission set and may submit one or two white papers. Future polar Near Earth Orbit Network missions are outside the scope. Phase I requires a white paper with a cover page, executive summary, solution description, value proposition, rough-order-of-magnitude pricing, and offeror contribution, including cash and in-kind contributions. The white paper is limited to 10 pages excluding the cover page, must use at least 12-point font, one-inch margins, and one-inch headers and footers, and must be submitted in both PDF and native format. The government anticipates one or more Other Transaction Agreements; project delivery periods and any Phase II agreement terms will be negotiated. Offerors may not submit on behalf of another entity, and the primary offeror must provide the solution, although teaming arrangements may be identified.
