Description
South Coast Air Quality Management District is seeking one continuous total volatile organic compound (TVOC) reference monitor for evaluating ambient-air TVOC sensors. The monitor must use gas chromatography with flame ionization detection, separate methane from higher-molecular-weight or non-methane hydrocarbons, simultaneously report methane, non-methane hydrocarbon, and total hydrocarbon concentrations, and provide readings in ppb or ppm. Required performance includes a lower detectable limit of 10 ppb or less of non-methane hydrocarbons, reporting intervals of 15 minutes or less, a full-scale range of at least 10 ppmC, precision and drift limits, diagnostic displays, specified communications and power capabilities, and operation across stated temperature ranges. The vendor must provide accessories, tools, manuals, schematics, calibration documentation, spare-parts information, training if required, a written one-year warranty, field service, and spare-parts availability for at least 10 years. Delivery is subject to field acceptance testing lasting 30 to 60 days. Quotes are evaluated primarily on total cost of ownership, including monitor price, spare parts, warranty, training, and maintenance or calibration costs.
