Description
The County of San Diego seeks a contractor to provide end-to-end 1099 software and services, including data intake, validation, preparation, correction processing, IRS TIN Matching, and electronic filing with the IRS. The solution must support 1099-MISC, 1099-NEC, and 1099-INT reporting; import spreadsheet data; generate PDF forms and Excel TIN Matching results; process approximately 5,000 forms annually; retain at least three years of historical data; and provide unlimited access during the contract period. The contractor must operate the compliance workflow, support IRS e-filing and corrections, provide required response and processing service levels, and maintain extensive security controls for sensitive taxpayer information. Requirements include United States-based support and data processing, encryption in transit and at rest, access controls, identity-provider integration, anti-malware protection, vulnerability management, incident response, and annual SOC Type I and Type II reports or an independent auditor attestation. The response must address qualifications, technical approach, references, organizational risk and litigation information, pricing, required forms, IT and data-security checklists, and acceptance of the draft agreement. The initial term is eight months, followed by four one-year option periods, with an expected start date of November 1, 2026.
