Description

The U.S. Army is seeking mature commercial solutions for a Sizing Technology Pilot that use automated, digital, non-contact methods to capture both body and foot measurements and translate them into recommended standard Army uniform and footwear sizes. The solution must support transportable hardware, indoor and austere outdoor environments, on-site high-throughput processing, remote self-assessment through standard smart devices, inclusive accuracy, minimal training, and an accessible alternative process compliant with Section 508. The solution must produce structured Soldier-level measurement and sizing records, integrate with Army Vantage and export data for downstream integration with Soldier Equipping and Asset Management (SEAM), meet applicable DoD Risk Management Framework and Impact Level 5 requirements before full-scale deployment, encrypt data, support Army records-management and Privacy Act requirements, and allow the Government exclusive ownership of Soldier and Cadet sizing data and vendor-generated technical or derived data. Phase 1 requires a Solution Brief addressing the technology, technical approach, scalability, integration, schedule, estimated pilot price, company viability, intellectual property, supporting technical data, and organizational-conflict-of-interest analysis. The brief may be up to seven written pages or 18 slides, with supporting materials outside the page limit. The Government anticipates awarding up to approximately three small pilot contracts, with the pilot price, participant volume, locations, and period of performance to be proposed by offerors.
