COMMONWEALTH OF MASSACHUSETTS EXECUTIVE OFFICE FOR ADMINISTRATION AND FINANCE DIVISION OF CAPITAL ASSET MANAGEMENT AND MAINTENANCE Request for Qualifications for Trade Contractors MIL – Camp Edwards – New Readiness Center, Bourne, MA Mass. State Project No. MIL2201 The Commonwealth of Massachusetts, through its Division of Capital Asset Management & Maintenance (DCAMM), requests that qualified and experienced Trade Contractors submit Trade Contractor Statement of Qualifications to be received through DCAMM's E-Bid Room at www.bidexpress.com/businesses/10279/home no later than 12:00 PM, October 23, 2026. This project involves the construction of a new single-story 48,500 GSF building, including, but not limited to: an assembly hall, administrative areas, classrooms, training areas, and storage areas. The project is receiving federal funding and will be subject to the Build America Buy America Act requirements. This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. DCAMM, through its Trade Contractor Prequalification Committee is prequalifying firms interested in providing public Trade Contractor services on this Public Construction Manager at Risk (“CM at Risk”) Project for the construction of the MIL – Camp Edwards – New Readiness Center, Bourne, MA through this RFQ process. Trade Contractor Statement of Qualifications Forms from interested Trade Contractors are sought for the following One (1) category of work: Resilient Floors ($289,500) (2nd Request). Only prequalified firms will be permitted to submit bids for the categories of work in which they were prequalified. The Construction Manager is W.T. Rich Co., Inc. Description
The Commonwealth of Massachusetts, through the Division of Capital Asset Management and Maintenance, is conducting a second request for qualifications to prequalify trade contractors for the resilient flooring package on the Camp Edwards New Readiness Center project. The $289,500 package includes resilient flooring and static-control resilient flooring, resilient wall base and accessories, substrate preparation, and static-dissipative vinyl tile. The project involves a new single-story, 48,500-GSF readiness center, along with a detached storage building and related site improvements. This is the first phase of a two-phase construction manager-at-risk procurement; only firms that are prequalified through this RFQ may bid in the later phase. The SOQ must include the required forms and schedules, supporting documentation, a bonding-capacity commitment for at least 110% of the estimated trade contract value, a current DCAMM Sub-bidder Certificate of Eligibility, and a current Sub-bidder Update Statement. The project is federally funded and subject to Build America Buy America Act requirements, Massachusetts prevailing-wage requirements, MBE/WBE participation goals of 4.7% and 7.7%, and a 3% VBE goal.
