Description
The City of Los Angeles, through the Los Angeles Fire Department's Arson Counter-Terrorism Section, seeks one or more qualified certified forensic photographers to provide on-call, temporary services for significant incidents. Contractors must be available 24 hours a day, seven days a week, including holidays, and respond within one hour of a request. Services may include photographing and recording entire scenes or specific areas, documenting arson-related and other crime scenes, processing and archiving surveillance footage, encrypting and securely transmitting files, and maintaining transfer and chain-of-custody documentation. All photographs, images, and videos become the property of the Fire Department and may not be released without written permission. Respondents must demonstrate at least five years of relevant forensic photography experience with a military, law-enforcement, or fire-service agency; possess specified forensic photography certifications; maintain appropriate digital photography, video, computer, and software equipment; pass a comprehensive background investigation; and submit qualifications, organizational and financial information, safety-management evidence, key-personnel information, references, and required City compliance forms. Compensation is $75 per on-scene hour during daytime hours, $100 per on-scene hour during nighttime hours or City holidays, and $50 per administrative preparation hour, with total compensation limited to $75,000 per contractor in any 12-month period. The intended contract term is three years, with one one-year extension option.
