Description
The City of Westerville Parks and Recreation Department is seeking a primary photography contractor for youth sports leagues, seasonal programs, and department-sponsored community events. The scope includes individual player portraits and team photographs for the JR Cavs Bantam Basketball League, Flag Football League, and Otters Swim Team; parent-paid package sales; online ordering; payment processing; product fulfillment; customer service; and refunds. The contractor must provide professional-grade equipment, sufficient trained staff, scheduling coordination, and package options and pricing tiers. For city-paid events, the contractor must photograph Snowflake Castle, Swim with Santa, and Paws with Claus; provide each participant with an on-site-printed 5-by-7 photograph and decorative cardboard frame; and offer optional additional products for participant purchase. Staff working directly with youth are subject to department-required background checks and must wear identifiable credentials or contractor-branded apparel. The contractor must comply with applicable laws concerning photography of minors and may not use participant images for external marketing or other commercial purposes without written consent. The initial contract term is January 1, 2027, through December 31, 2027, with up to four additional one-year renewal periods.
