Description
The City of Beacon is seeking a qualified planner, architect, or engineer to develop a Bicycle Master Plan as a component of a broader pedestrian and bicycle plan. The work includes reviewing existing transportation, crash, sidewalk, trail, and planning data; interviewing City staff and officials; examining existing and planned streets, trails, and paths; and conducting a network gap and safety analysis. The selected consultant will conduct multi-stage public and stakeholder outreach; develop a connected citywide bicycle network and facility recommendations; address feasibility, right-of-way, traffic, drainage, utilities, topography, pedestrian, property, and jurisdictional considerations; prioritize projects and identify grant opportunities; recommend education, enforcement, evaluation, and micromobility policies; summarize public input; and prepare draft and final reports. The proposal must include the firm's understanding, staffing, background, relevant experience, service plan, references, schedule, additional professionals, and fee schedule. Addendum No. 1 confirms that there will be no mandatory site visit, requires questions by October 21, 2026, and states that electronic submission does not require mailed or hand-delivered copies.
