Submission Instructions
Description
The University of Oregon seeks lobbying and consulting services for the 2027 Oregon State Legislative Session. The contractor will advocate for the university’s budget and policy priorities; coordinate with university staff, legislators, state agencies, and coalitions; assist with drafting legislative language and advocacy materials; attend meetings and hearings; testify when requested; and provide reports, memos, work plans, and progress updates. Proposers must be registered lobbyists in Oregon or have completed the required state lobbyist training, with at least three years of experience. The response must describe relevant experience and services, provide proof of registration or training, list three client references with contact information, include an itemized budget and total price, identify any intended subcontractors, and address sustainability. The anticipated initial contract runs from execution through December 31, 2027, with three optional two-year extensions.
