Description
The Defense Logistics Agency is soliciting firm-fixed-price offers for 194 new-manufactured turbine shroud segments, NSN 2840-01-321-4453 NZ, part number 4077434-01, for aircraft engines. The solicitation provides two alternatives: Bid A requires first-article testing and approval, while Bid B is available to offerors meeting the first-article waiver conditions. Offerors may submit only one of the two bids. The item is a critical safety item, is subject to qualification requirements, requires IUID marking, and must comply with applicable military packaging, marking, quality, and Buy American requirements. The production quantity has a minimum of 49 and a maximum of 294 units, with scheduled deliveries from January through October 2028. Formal technical proposals are not required, but offers must comply with the Section B schedule and all referenced attachments. The offer must include completed pricing and solicitation documentation, a Small Business Participation Plan, and the required representations, certifications, acknowledgments, and statements. The solicitation evaluates technical acceptability, price, past performance, and small-business participation using a best-value performance-price tradeoff process. Past-performance information is not required from offerors, but the Government will evaluate available records, including Supplier Performance Risk System data.
