Description
The Department of Veterans Affairs is soliciting firm-fixed-price services for annual inspection, testing, cleaning, filtration, water removal, microbial treatment, and disposal associated with 11 aboveground and underground diesel fuel storage tanks supporting emergency generators, boilers, and critical utility infrastructure. The contractor must restore fuel quality to ASTM D975 requirements, remove water bottoms and contaminants, perform sampling and testing, inspect tank components, and provide spill prevention and environmental protection. Work must comply with NFPA 110, ASTM D975, OSHA requirements, Joint Commission EC.02.05.07, and applicable EPA and Pennsylvania environmental disposal requirements. The contractor must provide electronic service reports within five business days, coordinate site access and scheduling with the VA, supply required personal protective equipment, and ensure personnel are escorted while at VA facilities. The contract includes a one-year base period and four one-year option periods, for a potential five-year term.
