Description
The Corporation for Education Network Initiatives in California (CENIC), acting as a consortium lead for California public libraries, is soliciting proposals to renew or replace approximately 175 communications circuits statewide. Requested solutions include standalone data transmission, leased lit fiber, optional leased dark fiber, and Category One maintenance and operations, with requested capacities ranging from 10 Mbps to 100 Gbps. Services may include Metro Ethernet, dedicated lit DWDM- or direct-fiber-based point-to-point connections, or pairs of single-mode dark fibers. Installation and initial configuration are included in the service requests. Proposers must use the Circuit Pricing Worksheet (Exhibit D); PDF and locked-spreadsheet responses are not accepted. Responses must address required administrative and technical requirements, proposed terms and conditions, installation timelines, service-level agreements, qualifications, and pricing. A signed nondisclosure agreement or existing NDA is required before aggregation-hub addresses are released. CENIC expects services to begin no earlier than July 1, 2027, and may award one, multiple, or no contracts. Lit or managed services may be proposed for five-year terms, while optional dark-fiber terms may be five, ten, fifteen, or twenty years.
