Description
The Food and Drug Administration's Center for Tobacco Products is conducting market research for a comprehensive data management and streamlining solution focused on business-critical tobacco-product submission data. The anticipated work includes inventorying and assessing structured, semi-structured, and unstructured data sources; documenting current-state limitations; defining a product-centric data and lifecycle framework; developing conceptual and logical data models; and identifying methods for linking related submissions over time. The effort also includes creating metadata-tagging structures for unstructured submissions, evaluating AI-assisted processing use cases, developing prototype capabilities to support reviewer navigation and workflow, and producing proof-of-concept and integration-readiness artifacts. Additional work includes findings and options reports, project management, staffing and quality plans, repository maintenance, stakeholder workshops, and knowledge transfer. The draft statement of work identifies a 12-month firm-fixed-price period of performance.
