Description

This Sources Sought/RFI concerns the potential use of an Other Transaction Agreement and a Progressive Design-Build, Design-Build to Budget, or Construction Management at Risk delivery model for the renovation and conversion of approximately 9,000 square feet in Building 5546 into a secure Crisis Action Center. The facility will include workstations for approximately 30 personnel with five distinct networks, six standard offices, three executive offices, and video conference rooms sized for six and 25 people. The work will use an existing double-height space, raised flooring in designated areas, and existing restrooms, with updates and interior buildout as required. The Government currently has a 100% design but may revert to a design phase of no less than 35% to support collaborative delivery with the existing architect-engineer designer. The project must support substantial audiovisual and office-equipment loads, including Secure Video Teleconference systems, and comply with Department of Defense security, antiterrorism, and cybersecurity standards. Alarm and HVAC modifications must integrate with existing installation standards. The renovation may encounter asbestos and lead-based paint, and personnel will require background checks for site access. The stated construction target price range is $13,555,317.59 to $14,238,842, within a total programmed amount of $15,000,000; the amount includes design and construction but excludes Government-furnished equipment. The projected construction period is approximately 730 calendar days from notice to proceed. Respondents must provide a capability statement, complete the Industry Day/First Look Questionnaire, and submit feedback on acquisition strategy, budget realism, technical risks, innovation opportunities, supply-chain constraints, and potential contract incentives.
