Description
The contractor will develop, validate, maintain, and administer licensing examinations covering insurance law, industry practices, licensee responsibilities, and professional competency. The scope includes job analyses and exam content outlines, secure question banks and multiple exam forms, annual reviews, candidate registration and fee collection, scheduling, scoring, results reporting, and candidate support. Exams must be offered in English or Spanish, with both in-person testing at five specified New Mexico cities and remote proctored testing available to candidates in the state. The contractor must also provide a candidate handbook, regular statistical and operational reports, and annual examination-development workshops. The contract is limited to four years, and compensation comes solely from examination fees paid by candidates; the state will provide no public funds. Proposals must address organizational experience and references, testing-center operations, exam development and security, registration, schedules, handbook, and reporting. A technical proposal is limited to 20 pages, excluding the handbook sample.
