Description
The New York State Education Department is soliciting applications from eligible providers for multiyear Workforce Innovation and Opportunity Act Title II and Welfare Education Program funding. The grants will support adult education and literacy services for out-of-school youth and adults, including development of literacy skills, attainment of secondary credentials, and preparation for employment and economic self-sufficiency. The competition covers four program areas: Adult Basic Education and Literacy Services; Integrated English Literacy and Civics Education; Corrections Education and Other Institutionalized Education Programs; and Literacy Zones. Applicants must demonstrate effectiveness through applicable PY2024/FY2025 performance data, an AEPP Report Card, or the demonstrated-effectiveness conversion chart. Annual funding totals $52,905,416, comprising $51,062,416 in WIOA Title II funds and $1,843,000 in Welfare Education Program funds, subject to federal funding availability. Nonprofit applicants must be prequalified in the Statewide Financial System by the application deadline. A 30% Minority/Women Business Enterprise contracting goal applies.
