Plumas County, on behalf of its Airport Land Use Commission (ALUC), is requesting proposals for consulting services to update the Airport Land Use Compatibility Plans (ALUCPs) for Gansner Airport in Quincy, Rogers Field in Chester, and Nervino Airport in Beckwourth. The scope of work includes preparing updated ALUCPs and associated California Environmental Quality Act (CEQA) documentation for each airport. The selected firm will coordinate with county departments, the ALUC, and other stakeholders, and will be responsible for preparing administrative, public, and final drafts, including analysis of noise contours and alignment with local plans. The project also requires participation in public outreach and coordination with relevant agencies. The current ALUCPs were adopted in December 2008 and have not been comprehensively reviewed or updated in over 18 years, despite guidance suggesting updates every five years. The selected consultant will be expected to manage the project, including coordinating with county staff and participating in public meetings and workshops. The County is seeking firms with specific aviation and ALUC experience.
