Description
NASA is soliciting complete proposal packages for Program Year 2025 Small Business Technology Transfer (STTR) Phase II projects. Eligible offerors must be small business concerns that received a FY2025 NASA STTR Phase I award and must propose follow-on research and development that advances the Phase I innovation toward NASA, other government, or commercial markets. The work must be performed collaboratively with a research institution, with at least 40% of the research or analytical effort performed by the small business and at least 30% by a single research institution. Work is generally required to be performed in the United States. Phase II contracts are firm-fixed-price, may not exceed 24 months, and have a maximum value of $1,275,000, including up to $50,000 for optional Technical and Business Assistance. Proposal packages must include electronic forms and certifications, a budget, a technical proposal containing ten specified parts, a briefing chart, applicable agreements and supporting letters, and required firm-level information. The technical proposal is limited to 46 pages, with specified formatting requirements. Submissions must be made electronically through ProSAMS by the stated deadline.
