Description
The City of Kemah is soliciting professional administration and activity-delivery services to assist with preparing applications for, and administering or implementing, potential Mitigation Reallocation Program projects funded through the Texas General Land Office. Providers may propose any or all activities, and multiple contracts may be awarded. Potential work includes pre-funding application development and post-funding administration for infrastructure, utilities, housing, acquisition/buyout, and other eligible projects. The scope includes general grant administration, financial and procurement compliance, labor standards, construction management, acquisition activities, environmental review and clearance, reporting, monitoring, draw requests, closeout, and coordination with the GLO, engineers, contractors, subcontractors, and other service providers. Proposals must include a statement of qualifications, relevant federally funded project experience, at least three local-government references, proposed scope and staffing, capacity information, and pricing using the included cost-of-services pages. A current professional-liability insurance certificate, SAM exclusion-search documentation, conflict-of-interest statement, Certification Regarding Lobbying, and Form CIQ are also required at submission; Form 1295 is included for information and is to be completed by the awarded vendor at contract signing.
