Description
Passaic County is soliciting qualified organizations to provide prepared congregate meals for individuals and families who are homeless or at risk of homelessness and meet applicable income eligibility requirements, generally within 200% of the federal poverty level. Each meal recipient must complete the Presumptive Eligibility Form and be entered into empowOR. The cost per meal may not exceed $5.34, inclusive of operational and administrative costs. Preference will be given to entities providing services at least five days per week and to one entity serving the upper Passaic County municipalities. The estimated annual allocation for the congregate feeding program is $32,586.74, subject to funding availability, and the County may order services on an as-needed, open-end basis. Applicants must demonstrate relevant experience, expertise, and resources; comply with New Jersey health regulations, including N.J.A.C. 8:24; and submit proof of a current satisfactory health inspection. Required proposal materials include the Application Package, Annex B-2 budget, table of organization, board of directors list, applicable job descriptions and resumes, supporting memoranda of understanding, and required certifications and forms. The initial contract begins upon award and ends September 30, 2027, with four one-year renewal options contingent on funding and performance. Subcontracting requires prior written County permission.
