Description
The solicitation seeks construction services for a multi-stage passive water treatment system to remediate an acid mine drainage seep at the Pollyanna #2 abandoned coal mine site. The work includes mobilization; clearing and grubbing; pond dewatering; earthwork; installation of HDPE collection piping, concrete flow spreaders, seep steps, a dosing siphon and concrete vault; construction of limestone channels, a flushable limestone bed, a settling/oxidation pond, transfer channels, and a hybrid anaerobic/aerobic wetland; wetland planting; permanent erosion control and seeding; five-wire fencing; and removal of existing treatment equipment and tanks. The system includes a 415-foot limestone channel, four concrete flow spreaders, a 150-by-90-foot flushable limestone bed, a 190-by-75-foot settling/oxidation pond, a 204-foot transfer channel, a hybrid wetland, and a riprap outlet channel. The procurement is a 100% small-business set-aside for a single-award, fixed-price construction contract with an estimated magnitude between $1 million and $5 million and a period of performance from January 19, 2027, through January 18, 2028. Proposals must address the technical approach, key personnel and staffing, schedule and work plan, recent relevant past performance, pricing, basis of estimate, assumptions and exclusions, AML eligibility information, representations and certifications, and bonding. Performance requires compliance with safety, environmental, stormwater, Davis-Bacon, Buy American, and water-quality requirements.
