Description
Mobile County Commission is soliciting proposals from qualified firms or individuals to update the 2016 Africatown Neighborhood Plan into a comprehensive, implementation-oriented master plan. The work includes reviewing the existing plan and current conditions; conducting at least three public meetings, surveys, stakeholder interviews, and targeted business and organizational outreach; analyzing perception data; and developing culturally responsive recommendations. Required deliverables include an existing conditions assessment, community engagement summary, perception data findings, infrastructure and public realm recommendations, cultural heritage and tourism strategy, conceptual plans and diagrams, economic development recommendations, an implementation matrix, and a funding and investment strategy. The final plan must identify priority projects, planning-level costs, phasing, responsible parties, timelines, dependencies, performance indicators, and feasible public, private, philanthropic, grant, tourism, value-capture, district, development-agreement, and tax-increment-financing mechanisms. Proposals are limited to 30 single-sided pages, excluding the cover pages and table of contents, and must include a technical approach, experience, project team information, and a separate detailed fee proposal.
