Description
The U.S. Food and Drug Administration is soliciting quotations for two newly manufactured, complete gas chromatograph with mass selective detector (GC/MSD) systems, one for each of two laboratories. Each system must include a capillary gas chromatograph, mass selective detector, autosampler, data system, updated NIST and Wiley mass spectral libraries, AMDIS, deconvolution and reporting software, computer, monitor, laser printer, installation supplies, and accessories. The systems must meet detailed performance requirements for trace-level contaminant and toxin analysis, including SIM/full-scan operation, specified sensitivity and mass range, automated source cleaning, alternative carrier-gas capability, retention-time locking, and compatibility with Agilent OpenLab and existing ChemStation data. The firm-fixed-price purchase order includes delivery, installation, analyst familiarization, at least three days of specialist training, one year of warranty and telephone support, software updates, and unlimited service visits with a maximum 72-hour on-site response time. Quotations must include a detailed technical approach demonstrating compliance or justified deviations, a fully completed pricing schedule for all CLINs, confirmation of delivery within 90 calendar days after award, and the vendor’s UEI. The procurement is a total small-business set-aside and will use lowest-price technically acceptable evaluation.
