Description
NOAA seeks a design-build contractor for repairs and upgrades to the Gulf Marine Service Facility wharf, seawall, mooring structures, and utilities. Work includes restoring the deteriorating seawall and mooring structures; repairing the wharf to support NOAA vessels during hurricane conditions; corrosion protection; electrical and other utility upgrades; emergency generator connections; and improvements to operational safety and efficiency. The scope also includes design services and construction work, with an optional line item for video surveillance and access-control upgrades. This is a two-phase, firm-fixed-price procurement with a $12.75 million budget ceiling and a 550-calendar-day performance period after notice to proceed. Phase I requires prior-experience and key-personnel qualifications; only selected offerors may submit Phase II technical and price proposals. The solicitation requires performance and payment bonds, each at 100% of the contract price, and specifies insurance coverage. The draft solicitation's questions are due November 13, 2026; the final solicitation lists the Phase I proposal deadline as January 5, 2027.
