Description
The New York State Office of Mental Health, on behalf of Rockland Psychiatric Center, is soliciting a contractor to provide preventive maintenance for HVAC, refrigeration, boiler, domestic water-heating, pumping, and ancillary equipment at the Peekskill Clinic. The scope includes scheduled inspections, testing, cleaning, calibration, seasonal startup and shutdown, boiler tune-ups and annual inspections, filter and soft-part replacement, closed-loop water treatment, laboratory analysis, documentation, and reporting. The contractor must provide qualified technicians, emergency response, non-emergency service, and time-and-material repair proposals for work outside routine maintenance. The contract is structured for five years, from December 1, 2026, through November 30, 2031. The bid package includes a required Excel Bid Quote Sheet covering five contract years, preventive-maintenance task pricing, labor rates, and a $50,000 estimated time-and-material allowance. The lowest responsive and responsible bidder will be selected. Prevailing wages apply, and the solicitation establishes participation goals of 16% MBE, 14% WBE, and 6% SDVOB. Required bid materials include the solicitation cover sheet, experience documentation, tax and responsibility forms, signed bid quote sheet, non-collusion certification, three business references, vendor registration documentation, EEO, MWBE, SDVOB, and other required certifications, insurance and licensing proof, and workers’ compensation, disability, and prevailing-wage registration documentation.
